§ 90-3. Same—Powers and duties.

  • Sewerage District No. 3, of the City of Leesville, shall be a political subdivision the state, and shall have and possess all powers conferred and imposed by the general laws of the State of Louisiana, upon sewerage districts, and among such powers, are the following:

    (1)

    To contract for, to install, to maintain and operate a sewerage system within its limits and to exercise the powers of expropriating, both within and without its limits, for the purpose of laying and installing and operating said plant and all appurtenances thereto;

    (2)

    To incur indebtedness and to issue and sell negotiable bonds for the purpose of acquiring or installing such systems or plants in the manner provided by statute;

    (3)

    To maintain and operate such systems, to extend the sewerage pipes and mains outside of said sewerage district, and to use therefor the proceeds of the maintenance tax provided for by statute, and such money as may from time to time be appropriated by the municipal authorities of said City of Leesville, to protect the public health;

    (4)

    To do all such things and to enact all such rules and regulations as may be necessary or advantageous to the installing, maintenance, operation and use of said sewerage systems or plants.
