    Where work for which a permit is required is started or proceeded prior to obtaining a permit, the fee herein specified shall be doubled.

    (d)

    Tests.

    (1)

    Rough inspections shall be made after the work authorized by the permit has been accomplished, but before the same has been covered or concealed or any fixtures or appliances attached thereto.

    (2)

    Final inspection shall be made after all work authorized by the permit has been installed and after all portions thereof which are to be concealed by the structure have been so concealed. Adequate tests shall be accomplished by the inspector. All tools, apparatus, labor and assistance necessary for such tests shall be furnished by the installer of those items to be tested.
