§ 102-226. Special service assessment; collection procedures; dedication of proceeds.

  • (a)

    Beginning with the adoption of this section, the following schedule of monthly rates and charges for sewer services and for water quality control purposes shall be placed in effect, and neither of said schedules nor any subsequent schedules shall be reduced at any time except in accordance with the provisions of a resolution to be subsequently adopted by the commission-council in connection with the sale and issuance of $650,000.00 of revenue bonds of said city and unless such schedules as so reduced will in each year thereafter provide sufficient revenues to meet and fulfill all provisions of said bond resolution:

    Water quality control (per month for all classes of customers) ..... $0.50

    Residential, commercial and industrial reflect a base rate for sewer service of $5.50 per month for the first 2,000 gallons used and an additional charge or surcharge based upon $1.28 per 1,000 gallons used to calculate the appropriate sewer fees.

    (b)

    In default of payment of said fees, the total charges will be added to the property owner's bill at the end of the year. A late charge of fifty cents ($0.50) will be added to the said fees if not paid by the 10th day of the month.

    (c)

    The city shall establish the necessary administrative procedures and records to bill and collect monthly the charges set out herein above, and shall establish in the bond resolution the method of enforcing collection of said rates, charges and penalties in connection therewith, and requirements relating to connection with the sewer system.

    (d)

    That the monthly revenues derived by the city from the collection of the aforesaid charge for water quality control purposes shall be set aside in a separate fund designated "Water Quality Control Fund" and said fund shall be dedicated first to the payment of any obligations or payments the city may incur and/or owe to the state treasurer's office for the payment of bonds issued by the State Bond Commission under the provisions of Act No. 171 of the Regular Session of the Louisiana Legislature for the year 1970, for the purpose of providing moneys to be advanced to the City of Leesville to assist and pay a portion of the cost of the construction and acquisition of sewer treatment and disposal facilities. All moneys deposited into said fund shall remain so dedicated as long as any bonds issued by the state bond commission for the aforesaid purpose remain outstanding and unpaid.

    (e)

    All residential customers outside the city limits of Leesville will pay a flat rate of $12.50 per month for the first 2,000 gallons of water used and $1.60 per 1,000 will be charged for each additional 1,000 gallons thereafter. If resident has other water system, the residents will pay residential equivalent to those systems outside city to be determined by city financial officer.
